Gitea Runner 3.0.0 supports standard artifact and cache actions

Gitea Runner 3.0.0 introduces native support for standard GitHub Actions cache and artifact actions, eliminating the need for the gitea-upload-artifact fork. The release also implements container-escape hardening by stripping potentially unsafe Docker options from non-privileged workflows. Additionally, the runner now enforces a one-process-per-.runner-file rule to prevent job cancellations caused by credential conflicts.
